Housing Improvement Program
The Home Improvement Program offers repairs or updates for the homes of federally recognized tribal members, prioritizing Peoria and Ottawa Tribal members. Eligibility is income-based, targeting those within the 80th percentile of the U.S. Median Family Income, with allowances for various deductions. Please keep in mind that various deductions could apply. Don’t be discouraged if you are close to or just over the 80th percentile. Those not considered low-income may also apply, assistance amount is dependent on annual household income. The Peoria Housing Authority approves one grant from non low-income applications per year.

Eligibility Guidelines
Eligibility for this program requires that your household income does not surpass HUD Income Guidelines. The amount of funding you can receive from the PHA DPA Grant varies based on your income, with a maximum of 20% of the home’s purchase price or up to $18,000. Those above the low-income threshold can still apply but may receive a reduced amount, limited to one application per year.

FAQs
How many homes qualify for a rehab program per year?
Currently the PHA budgeted for 10 rehabs per year
What is the amount I am eligible for if I am approved for rehab?
Currently the amount is $25,000. Depending on the type of rehab that is needed, not all may be used.
What type or rehab services are allowed?
Rehabilitation is limited to the structure only of the home. The PHA does not do new construction. The only exception to this is tornado shelters.
What is the service area?
Our service area is a 75 mile radius of the PHA.
How long is the waiting list one application is successfully completed and submitted?
Waiting time varies and is dependent on different criteria such as tribal affiliation, housing conditions etc.
Is there a tribal preference?
Yes, preference is given to Peoria and Ottawa tribal members.
Can only families apply?
No, individuals may apply for rehabilitation also.
Can I apply for more than one at a time?
Yes, only under certain circumstances that is determined detrimental to health or safety. This will be determined by a committee.
Can I apply if I am a convicted felon?
Yes, the Executive Director has the authority to approve the application of a convicted felon. Several factors such as severity of the felony, the time lapse of the felony, and if the individual has stayed out of trouble since the felony will affect this decision.
