Home Ownership Lease Purchase Program
Typical homeownership programs often require a down payment and meet strict underwriting and credit criteria, which can be challenging for low-income families due to potential negative credit issues. To address these challenges and provide a path to homeownership, the Peoria Housing Authority offers the Lease Purchase Program. This innovative program allows eligible Peoria Tribe members to achieve homeownership through an alternative financing method, enabling them to purchase either a new home built by the Housing Authority or an existing home that meets the Authority’s standards.
PHA Purchased Homes
Homes that are for sale from private parties or developers that are new or built in the past fourteen (14) years that meet all applicable code and PHA requirements. Homes that meet all applicable codes and PHA requirements built prior to the fourteen year limit may be considered on a case by case basis at the discretion of the Executive Director. Any homes built prior to 1978 must be tested for environmental hazards to include lead based paint.
PHA Owned Homes
This category includes homes that have been either purchased or constructed by the PHA and are specifically designated as units available for homeownership.

Eligibility Guidelines
Eligibility for this program requires that your household income does not surpass HUD Income Guidelines. The amount of funding you can receive from the PHA DPA Grant varies based on your income, with a maximum of 20% of the home’s purchase price or up to $18,000. Those above the low-income threshold can still apply but may receive a reduced amount, limited to one application per year.

Yes, the Executive Director has the authority to approve the application of a convicted felon. Several factors such as severity of the felony, the time lapse of the felony, and if the individual has stayed out of trouble since the felony will affect this decision.
